Regulatory boards often struggle to find effective public members, especially in healthcare where the lack of experience in the profession can be intimidating. In support of the need for effective public members, HRRI funded the development of the Public Member Success Profile.

Executive Summary

Public members are essential to ensuring regulatory decisions reflect the public interest, promote transparency, and build trust. Yet many boards lack clear, consistent criteria for selecting, preparing, and supporting these members, limiting their ability to contribute fully. To address this need, HRRI & Vantage Leadership Consulting researched the public member role and defined a success profile. A success profile defines the behaviors, competencies, practices, and values that are critical for public members on a health regulatory board. This analysis helps inform recruitment, appointment, and ongoing development efforts by defining a high bar for success and creating common language around what it means to be a high-performing public member.
